This is what I did..
I started Windows in Safe Mode. I used MSCONFIG, clicked the STARTUP TAB to disable the programs I did not reconize (at system startup). Note the file location for reference later.
I rebooted the computer, & the the virus did not load anymore – disable the correct exe files (generally number.exe).
I restarted my computer and then used a removal tool to delete the files or manually delete them using your written location reference.

To everyone who is having trouble removing System Security 2009. On a number of occasions, the malware has blocked executable files so that no antivirus software can be used. In that case, you can try the following.
You should first locate System Security 2009 folder in your system. It usually has a shield icon and numbers instead of the folder name. The folder is often at C:\Documents and Settings\All Users\Application Data. When you spot the folder, go ahead and rename it, e.g. to 2222. Strangely enough, it’s known to freeze System Security 2009 malicious activity for a while. Then, you should be able to download the removal tool above and let it remove the nasty rogue. It should work.
Another way to trick System Security 2009 is as follows.
When starting your PC, repeatedly press F8 key; it will open the Safe Mode. Then, click Run in Start Menu. Type MSCONFIG there. After that, uncheck the numbered boxes or blank ones that are marked (if any).
After that, restart your PC and install our removal tool above.

ive gotten this twice, and after reading through many instructions, i finally got it! takes about 5 min.
restart your computer and press F8 and click enter when it asks you to log in using safe mode
click start, search, all files and folders, look in: local hard drives C, specific dates- the time around you got it
when you see anything with about 8 numbers, right click, delete. * also if you see anything with the shield or titled system security
go to your recycling bin and click file- empty
then restart your computer!
